A petition created during cycle C snapshots a seconding quota of C ParticipationVouchers. Seconding does not spend the voucher. Binding votes do: one burned ParticipationVoucher equals one unit of ballot weight.

Seconding is reusable signaling. Voting is a permanent exchange: approved vouchers are transferred to governance, burned, and replaced only by a locked vote receipt with zero future voting weight.

Creating a petition does not require a ParticipationVoucher. The current cycle is snapshotted when the transaction lands, and that cycle number becomes the permanent seconding quota.

Anyone can create a petition. The creation cycle is snapshotted and becomes the second quota.

One owned ParticipationVoucher equals one second. Vouchers are not consumed and cannot second the same petition twice.

Vote

One surrendered ParticipationVoucher equals one ballot-weight unit. The vouchers are permanently burned.

Rank

With three or more outcomes, ballot weight transfers down the voter’s ranking until a majority winner remains.

Runoff

An exact unresolved elimination tie pauses the parent motion. No randomness is used; a new voucher-funded runoff resolves the tie.

Archive

The voter receives a locked VoteReceiptNFT. The project wallet receives a locked MotionRecordNFT when the vote closes.
